Assumptions Made

  • Data for 593 districts are available as per the Census 2001. The present computation is, however, done for only 569 districts. This is because data for 14 districts in Jammu & Kashmir and one district in Manipur are not available, RCH was not held in one district of Assam. The 9 districts of NCT of Delhi was treated as one district.

      • The RCH survey was conducted in 504 districts only. For the new districts created, the indicators are assumed to be same as in their respective parent districts from which the major portion was carved out.

      • As the district-wise census reports of five States (Manipur, Tripura, Meghalaya, Pondicherry and Lakshwadeep) are not available, 2001 district-wise data for these States were estimated assuming a linear growth and using a jacking factor for each indicator worked out on the basis of the performance of the state between 1991 and 2001 in respect of each indicator.

      • The data on registration of births and deaths were not available for some district. For such districts, the lowest registration figure in the respective State was adopted in consultation with the ICMR and Dy. RGI, Civil Registration System



  • The state/districts are ranked in descending order of the composite index.

      • Composite index for the districts in Assam has been worked out based on 10 indicators, since the registration data on birth and death for the state was not available.

      • In computation of composite state index, weightage according to population size is given to each parameter.

      • The data on the births and deaths registered were available in absolute number at district level. Equivalent conversion into percentages was done in consultation with ICMR, New Delhi and IIPS, Bombay.

      • State level data on the safe drinking water and connectivity to Pucca roads were obtained from Planning Commission for year 2000. To get the district level estimates for 2000 the jacking factor for each state was used based on the increase for the state between 1991 and 2000. 


    Regarding safe drinking water, the data provided by Planning Commission had three categories viz. NC=Not Covered, PC=Partially Covered, and FC=Fully Covered. In calculating the percentage of habitations having safe drinking water Coverage only those habitations, which were Fully covered, were taken into account. Therefore the index of this item may not give a true picture of the availability of safe drinking water
