Composite Index: Higher value of Composite Index reflects the better overall performance of the States / UTs / Districts and vice versa. Table 12 (a) shows the relative performance of the States / UTs.  Performance of the States / UTs such as Kerala, Tamil Nadu, Goa, Pondichery, Chandigarh, is much better compared to States like Jharkhand, Bihar, Rajasthan, Arunachal Pradesh and Uttar Pradesh.

Eranakulam district in Kerala recorded the highest composite index value of 88.48 while the Balrampur district in Uttar Pradesh recorded the lowest index value of 25.05.  168 districts which were having index value less than 46.0 were marked in red colour in the Map. These districts need focused attention to improve the overall development and quality of life of the people. 157 districts were having the index value of 67.3 or above and were marked by green colour in the Map on composite Index. These districts were the better performers in terms of selected key socio-economic and demographic indicators. Remaining districts fall in-between these two categories and are marked by different colours in the Map.
